How to apply for a foreign domestic worker for eldercare

Many families hire a foreign domestic worker (FDW) to provide live-in care for elderly parents. This guide covers the application process, costs, and what to consider.

Foreign Domestic Workers for Eldercare

A foreign domestic worker (FDW) who lives in can provide round-the-clock companionship and assistance for an elderly parent. Here is what you need to know.

Is an FDW right for your situation?

An FDW is suitable if your parent: - Needs daily assistance with personal care (bathing, dressing, meals) - Would benefit from companionship during the day - Does not require medical or nursing care (FDWs are not medically trained) - Lives in a home where there is space for a live-in helper

For medical needs (wound care, medications, rehab), an FDW is a complement to — not a replacement for — professional home nursing.

Eligibility to hire

You can hire an FDW if you are a Singapore Citizen, PR, or Employment Pass holder with a monthly household income sufficient to support an FDW.

Application process

  1. 1.Find an FDW through a MOM-licensed employment agency
  2. 2.Apply for a Work Permit through the MOM portal (your agency usually handles this)
  3. 3.Purchase required insurance: MOM-stipulated medical and personal accident insurance
  4. 4.Purchase security bond: SGD 5,000 (most agencies arrange this as an insurance premium)
  5. 5.Attend an employer orientation if this is your first time hiring

Costs

  • Agency fee: SGD 1,500–3,500 (varies)
  • Monthly salary: SGD 550–900+ depending on experience and nationality
  • Levy: SGD 60/month (concession rate for caring for elderly persons aged 67+)
  • Accommodation and meals: provided by employer

FDW Levy Concession

If your parent is aged 67 or above, or has a disability, you may qualify for the FDW Levy Concession, which reduces the monthly levy from SGD 300 to SGD 60.
